Payment Instructions for Indian Leases

Payments to ONRR for BIA Offices or Tribes

All payments to ONRR must be submitted electronically.The only exception is Indian Tribe lockbox payments (see detailed information below). The Electronic Payments section below contains a link to electronic payment options.

Separate payments are required for each tribe or BIA office. Per Regulation 30 CFR §1218.51 (2010) (formerly 30 CFR §218.51): “For an Indian allottee payment, send a separate payment for each BIA region/agency office represented by the leases on your report or invoice document. For an Indian tribal payment other than a lockbox payment, send a separate payment for each tribe represented by the leases on your report or invoice document.”

Information Required with Each Payment

• Payor code
• Payor Assigned Document (PAD) number—Assign a unique PAD number to each report and corresponding payment. The PAD is item 4 on the form MMS-2014, Report of Sales and Royalty Remittance.
  
• For Allotted leases, include the name of the BIA office or the applicable Distributee Code (refer to lists in the flyouts below) and the net amount. 
• For Tribal leases, include the name of the Tribe or applicable Distributee Code (refer to lists in the flyouts below).

Lockbox Payments

Payments to the Blackfeet Tribe, Jicarilla Apache Tribe, Navajo Nation, Southern Ute Tribe and Ute Indian Tribe must be made directly to those tribes.

Jointly-owned Leases

Tribal and Allotted Jointly-owned Leases
Report and pay 100% of the royalties due on jointly-owned leases to ONRR, and use the BIA office Distributee Code on the payment. ONRR will allocate the revenue to the tribe and the allottees.

Payments for Jointly-owned CIRI Leases
Cook Inlet Region, Incorporated (CIRI) leases are jointly owned by CIRI and the Federal Government.

Report the CIRI portion and the Federal portion of a jointly-owned lease to ONRR on separate Form MMS-2014s. Use &     payment method 2 on the 2014 for the CIRI portion.

Pay the Federal portion to ONRR. A Distributee Code is not needed.

Pay the CIRI portion directly to CIRI.
