MOUs and SOPs

ONRR has responsibilities that both depend on and impact other agencies missions. To create efficient and effective working relationships between agencies, we participate in Memorandums of Understanding (MOU's) and Standard Operating Procedures (SOP's). MOU's and SOP's are tools we use to help achieve accurate energy and minerals accountability for onshore and offshore leases.

Collaboration on Processes, Policies and Systems Relating to the Management of Outer Continental Shelf Energy and Marine Mineral Development MOU
(Effective April 17, 2014)

Outer Continental ShelfProvides a high level outline of the various interdependent roles and responsibilities between BOEM, BSEE, and ONRR. All agencies collaborate on the processing and management of functions and systems relating to Outer Continental Shelf (OCS) energy and mineral development. Supports common standards and methods to achieve the Departmental goal of accountability and accurate reporting on such development as well as creating and maintaining efficient and effective working relationships.

Federal Indian Mineral Office (FIMO)
(Effective August 21, 1992)

A framework and procedures for the DOI to carryout its trust responsibilities that must be coordinated between ONRR, BLM, BIA, and OST to provide efficient and accountable service for the Navajo individual mineral owners in the Four Corners Region pertaining to the management of oil and gas.

Onshore Federal and Indian Energy and Mineral lease Management Standard Operating Procedures
(Effective October 1, 2013)

Establishes common standards and methods for creating efficient and effective working relationships to achieve the Departmental goal of accurate energy and minerals accountability for onshore Federal and Indian leases.

The SOP describes the responsibilities and information sharing required among bureaus and offices under the jurisdiction of the Assistant Secretary, Policy, Management and Budget (ASPMB); Assistant Secretary, Land and Minerals Management (ASLM); Assistant Secretary, Indian Affairs (ASIA); and the Office of the Special Trustee (OST) for American Indians in carrying out the Department of the Interior's responsibilities for Federal and Indian onshore lease management and accounting.

The SOP replaces earlier versions of the Tripartite Memorandum of Understanding (MOU) between the Bureau of Indian Affairs (BIA), Bureau of Land Management (BLM), the Office of Natural Resources Revenue, and the Office of Surface Mining (OSM).
