Advisory Committees
Advisory committees play an important role in shaping programs and policies of the federal government. ONRR previously participated on the advisory committees listed below. You may view each committee's charter, membership, and related information on their web page. As provided under the Federal Advisory Committee ACT (FACA), ONRR and other federal agencies sponsor FACA committees to seek and obtain advice and assistance from our nation’s citizens. Indian Oil Valuation Negotiated Rulemaking Committee Charter
(Terminated December 23, 2013)
Chartered by the Secretary, Department of the Interior (Secretary DOI) in December 2011, this committee advised ONRR on a rulemaking to address Indian oil valuation, as it relates to the major portion requirement in Indian oil and gas leases.

Osage Negotiated Rulemaking Committee
(Terminated August 15, 2014)
Established as a result of the October 2011 Settlement Agreement between the United States and the Osage Nation, this committee advised the Bureau of Indian Affairs (BIA) on a rulemaking to address management of the Osage Mineral Estate. ONRR serves on this committee with BIA and other federal partners.

Royalty Policy Committee
(Expired April 21, 2019)
This committee advised on current and emerging issues related to the determination of fair market value, and the collection of revenue from energy and mineral resources on Federal and Indian lands.

Non-Advisory Committees
ONRR participates on committees that do not fall under FACA guidelines.
State and Tribal Royalty Audit Committee (STRAC)
The Federal Oil and Gas Royalty Management Act (FOGRMA) of 1982 authorizes the Secretary of the Interior to enter into Cooperative Agreements (Agreements) with States or Indian Tribes to share oil and gas royalty management information, and to carry out inspection, audit, investigation, and enforcement activities on Federal and Indian lands. Agreements form the framework of ONRR's relationship with States and Indian Tribes in the area of mineral revenue compliance functions. By virtue of this relationship, these States and Indian Tribes are working partners with ONRR and integral participants in the overall compliance effort.

Interagency Coordination
ONRR has responsibilities that both depend on and impact other agencies missions. To coordinate with and create efficient and effective working relationships between agencies, we participate in Memorandums of Understanding (MOU's) and Standard Operating Procedures (SOP's). MOU's and SOP's are tools we use to help achieve accurate energy and minerals accountability for onshore and offshore issues.
