Ruth Welch serves as the Program Director for Revenue, Reporting, and Compliance Management (RRCM). The RRCM organization is charged with collecting, accounting for, disbursing, and verifying Federal and Indian mineral lease revenue and production in compliance with applicable standards and laws.
Ms. Welch joined the Department of the Interior in 1989, working for the Office of Surface Mining Reclamation and Enforcement. In 1993, she joined the Bureau of Land Management, holding multiple positions throughout her 25 years with BLM, including senior advisor for the first Chief Information Officer, Assistant Field Manager, Chief of Business Services, Deputy State Director for Administrative Services, Associate State Director in Wyoming, Director of the National Operations Center, and State Director for Colorado.
In 2017, Ms. Welch moved to the Bureau of Reclamation as the Director for Policy and Administration and the Chief Human Capital Officer. In 2018, she was asked to lead the Mission Support Organization as the Deputy Chief Financial Officer, overseeing all of the business operations, including acquisitions, financial assistance, financial management and accounting, and property and facilities operations for Reclamation.
Ms. Welch holds an undergraduate degree in Sociology and English Literature from Western Colorado University, and a Masters of Public Administration from the University of Colorado.
